My husband and I live in a townhouse and our neighbors keep their base cranked up so loud we can hear the throbbing in every room of our house. We just bought this place and I didn’t want to make a bad first impression by going over there to complain but it’s getting really excessive. My husband tried to go over there today to ask them to turn it down. He knocked and rang the bell 3 times and no one answered. Does anyone have any ideas on how to handle this? Should we contact the HOA?

Call your local police station and file an anonymous noise complaint. They won’t know who did it, and the first time you make the call they will probably just get a verbal warning. If they keep offending you call again and they will most likely get a fine of some sort.

Call the police. Not 911, though. If they witness it, you have a legit complaint. You can do it anonymously.
Legally, they are interfering with your enjoyment of your private property, and you could easily file a police complaint for nuisance.
Play it back to them with a 1/2 second delay.

Buy some gangsta rap and turn the f*cking base up. Or you can just HOA thats the best thing to do.

I would write them a polite note or a letter . Let them know you are looking forward to meeting them, but also ask that they please keep the music down. Give them the benefit of the doubt. Maybe they aren’t aware of just how loud it is. If that doesn’t work, call the cops.
If it’s rap music, call the police on them. No one should be forced to endure that garbage.
